EBay is not a store, it is more like a shopping mall.
Each purchase is from an individual seller, most of whom cannot accept credit cards directly.
While eBay recently made it possible for buyers to use their credit cards directly, Paypal does offer slightly more protection to the buyer with a six month dispute mechanism.
In addition, many other sites take PP and it can even be used person to person. I have used it to contribute to group presents in my family, to buy memberships in science fiction conventions, and to make contributions to crowdfunded projects.
If you run into problems in future, first ask the seller to help. If she doesn't, come here for further advice from us busybodies your fellow members.

Of course it does. Ebay makes it very easy to buy.
At the checkout you simply choose the Credit Card option and then enter your personal and card information, click to continue, click to confirm and you're done.
Nothing could be easier.
It is a good idea to make sure the address you register on ebay matches the address on the card statement exactly. If your name and address match exactly that will go along way towards avoiding those 'payment declined' problems.
Using one's own card is easy. Using someone else's, not so much.
