I sent it to spoof@paypal.com and this was there response:

Dear Harvey K********,

Thanks for taking an active role by reporting suspicious-looking emails.
Although we've determined that the email you forwarded to us is not a
phishing attempt, our security team is grateful for your concern.

My problem is this. It clearly stated by Paypal that all emails sent by them will greet you with your full name or business name. This email greets me with my email address. I also loged on to my Paypal account and could not find any "New Policy Update" tab.
Has anyone ever had this problem where you feel something is wrong but Paypal says it's okay? I sent this email 3 times to spoof and always got the same canned response.

Hmm. I wonder if Paypal could be held liable if you DID click on that (suspicious-looking) link and your account was cleaned out. Care to try and let us know? ]:)

The people eBay hires are frighteningly stupid. Do you suppose all these emails are being outsourced to a customer don't care centre in Singapore?

Doesn't look authentic to me. It definitely SHOULD have your full name on it as I have always understood. I would certainly be asking the spoof site that question - "why my email address rather than my full name?"

That is my 2 cents worth,

Does anyone out there have an 800# or an email address that would reach someone with a pulse at paypal. I keep on getting automated responses. I'm tired of sending my questions to a machine.

I'd bet Renee's 2 cents and a bunch more that this is not authentic! They ALWAYS contact you by name. This email is also intended to strike a little fear into the intended target and then get you to log into your account from the link they provide... Spoof, Fake, Phishing..... That's what it is.
Thats my 2 cents..... $US.

I have been getting a lot of PayPal spoof in the past 2 or 3 days which is sent on as usual to spoof@paypal. I have not had that particular one though.

It was my understanding that you are never supposed to click on a link in an email from eBay or PayPal. You are supposed to log into your account and get the message that way. I know that works for eBay but what about PayPal since you don't have a Message centre within your PayPal account?

I totally agree with you guys (and gals) that this is a spoof email. My issue with Paypal is that I sent it to spoof@paypal and they say it isn't a phishing email. I've sent many spoof emails to spoof@paypal and they'd send me an email quite quickly warning me that it was a phishing email and instructing me to delete it right away but with this one they gave me the impression that it was authentic. If we can't trust Paypal's security system then who can we trust?

Email from PayPal. Real Or Not???? Help!

For me, its always the link that gives it away, should always be the first thing to look at..... (.1-r.us)?? 1) visible obvious fake.

2)Then theres the ones that hide link, like "click here" just mouse over to see the fake address like above.

3) Third kind is those long addresses or redirects, bit smarter but still easy to catch....visibly link might look authentic, mouse over looks authentic, but if you cut and paste the link into notepad the address always shows up eg// www.paypal.com///www.fakespoof.com

Really if you never log into anything directed from an email, theres really no possible chance of ever being spoofed.

Further to J's email above, paypal links are also ALWAYS https: for a secure sign-in - NOT http: for insecure. And the answer they sent you didn't actually say that the email came from PayPal - they just said it didn't seem to be a phishing attempt - not good enough! It has to say it originated from PayPal or else it's definitely not legitimate.

Update.
I called paypal (1-888-221-1161 thanks recped) and they're sending this issue to their investigating team. They seemed quite concern that my response from spoof@paypal was that the email sent to me was not phishing. She said it was definatly not sent by Paypal and there was nothing on my records that needed to be resolved. Once investigated I will be receiving a report fron them as to what happened. I will update you all when I receive it.
judyr9096 I asked why Paypal doesn't have a message center like ebay and she told me that any issue that has to be attended to for paypal will show up in your Resolution Center. If there's nothing there, it means that any email you receive saying there's a problem is fake.
