You are buying a lot from Asian sellers and those give people more problems than all the rest of the world combined. They are all drop-shipping, different sellers, same sellers with different IDs, they come, they go, all selling the same cheap useless junk. But it's your choice, so don't let me put you off.
If you do not receive an item you have 30 days after the LAST delivery date to file a claim on eBay for refund. Use the RESOLUTION CENTER link at the bottom of the page.
If you miss that date you can file a Not Received claim with PayPal. You have 180 days from when you PAID to do that. Use the PP Resolution Center under Tools.
When you buy from a seller, don't get your item, and the seller ends up Not a Registered User, mention that in your claim.
