Good afternoon Rodney.

Long time no see.

Policy question, if I may.

I have seen reports on this board - apparently confirmed by your staff -  that the PayPal buyer protection policy did not apply to event tickets purchased on eBay.ca while it applied when the same item was purchased on eBay.com

It does not make much sense to me.  Could you please review and comment.

Thank you for your time.

Hi Pierrelebel.

Hope you have been well! Great to see you here.

I can confirm that this is correct, and is not unique to tickets.

Unfortunately, despite my best efforts to secure eBay Buyer Protection to cover transactions on eBay.ca, to this point I have been unable to firm up a launch date.

In the meantime, it has left us with a very odd situation: Purchases made on eBay.ca are covered by PayPal Purchase Protection, and purchases made on eBay.com are covered by eBay Buyer Protection.

Given that a very large number of Canadians shop on both sites, I am very keen to remove this disparity by bringing the eBay Buyer Protection program to eBay.ca as soon as possible. It's unnecessarily confusing for our customers .

Thank you Rodney for the confirmation.

Another question, involving TRS status.

Last year eBay.com removed TRS status from Canadian sellers who had a perfect record but did not provide 90% online tracking information.  That was a change of policy - contrary to the original announcement - made by eBay.com to the detriments of your best Canadian sellers (TRS).

As you know, I was one of them losing my TRS status on eBay.com despite a 100% feedback rating and DSRs of 5.0, 5.0, 5.0 and 5.0.

Now that six months have gobe by, have you been able to analyze how the eBay.com policy negatively affected your TRS Canadian sellers?

I know my sales to the USA have dropped substantially as a percentage of all eBay sales since the TRS icon was removed from my listings and - most importantly - removed from search result pages on eBay.,com where many buyers only look at listings from TRS. eBay trained buyers for years to look at TRS!

Are other Canadian sellers affected the same way? What if anything will you do about it?

Adding to what Rodney said, here are the details of the coverage provided by the PayPal Purchase Protection. Specifically, sub-section 13.3 outlines what types of purchases are ineligible.

Hi Pierrelebel.

Overall, sales by Canadian sellers in general as well as exports to US buyers from Canadian sellers specifically have continued to be very strong since this change took place.

Canadian sellers will continue to enjoy a special exemption from the tracking requirement with respect to qualifying for the US Top-rated discount. They can also still gain search boost for their listings on eBay.com, without meeting the tracking requirements.

As far as sellers qualifying for the actual Top-rated badge on eBay.com, and qualifying for the highest level of boost in search on eBay.com, I don't see anything changing in the near future. Canadian sellers will continue to need to meet the same requirements as Americans in this regard.

Shipping FVF’s

1)      Why is there no information online on how these fees are calculated?  The only information available came from the special forum topics discussing the introduction of the shipping FVF’s. There is reference to shipping FVFs and examples but no detailed help on how the shipping FVFs are calculated.

PayPal shipping

1) Bug with inches passed from eBay. When you setup your eBay online shipping options with the shipping section setup to use metric measurements, when the information is passed to PayPal when using PayPal shipping, the dimensions options in PayPal are set to inches instead of cm. The weight gets passed through as kg but the dimensions are sometimes set to inches. This makes for a really big parcel (2.5 times bigger) so the shipping cost would be large! Fortunately, the PayPal page shows and error because two different types of measurements are set on the page (weight in kg and dimensions in inches) so a seller is unable to leave the page. This bug is annoying and potentially dangerous. It has been here since I started selling on eBay 4 ½ years ago.

2) Bug with long addresses. Sometimes when using PayPal shipping, if an address field is too long (say over 25 characters), PayPal shipping will say shipping is not available. This is incorrect most of the time (always??) and a seller needs to edit the address and make it shorter somehow.

This happens to foreign addresses mainly (Australia, Switzerland, France for me) and sometimes to address in Quebec. Mainly the city is too long (Sainte something to something) or the province state is too long.

Now I know this issue and think of it when it happens. However, it still comes up in the eBay forms a few times a year and someone replies about this “bug” with the solution to reduce an address field length. Some sellers do not know and end up going to the post office to mail the item to get around the issue.

With all due respect, how much would the sales have grown if many of the TRS's had not lost this status on .com?

Hi pocomocomputing,

Shipping FVFs are based on the same breakdown as regular FVFs - you'll just need to include the shipping price to your item selling price to come up with your total sale amount.

As you know FVFs are dependent on the format of your listing.

Hope that helps!

Hi Pocomocomputing,

Thanks for reporting these. I'll follow up with the appropriate PayPal team and see if we can get this fixed.
