Had a non Payer Buyer, No Comunication, Nothing, 21 Days.

My ? is I am able to leave Feedback for this nonpayer

is he or her Able to leave Feedback for me?

If so it does not seem Fair since he never Paid or Responded to my emails etc.

is it possible for That Ebayer to leave me a NEG.

If the buyer does not respond to the non-paying bidder dispute for seven days you will be able to get back your FVF.

If the buyer did not respond for the seven days, you can leave any type of feedback you wish. Although they can leave a comment, they are unable to leave an actual feedback of any kind. To answer your question, while a comment may be visible, they cannot leave a neg.

If the buyer does respond to the NPB dispute within the seven days, they are able to leave a neg regardless of whether they have sent payment.

My advice is not to leave feedback until you actually have your FVF credit. The type of feedback you leave at that time is up to you.

on another dispute I opened and the buyer responed and said they will be paying.

Now it's over 7 days and they still have not paid or responed again, Those that mean they are able to leave
Feedback because they replied?

Yes, exactly, if they reply and leave even only a ? mark as their reply then can now leave you feedback.

EBAY does not care what type of response they leave which as we all know is .

The feedback system is going to be getting even worse come the NEW YEAR because eBay will be setting minimium expectations in order to maintain your powerseller status.
