Foreign Transaction Fee

I just noticed this fee showing up on my completed paypal debit card transactions. It is about 1% of the total for each purchase I make with my card.
What the heck?

Hey Toby can you go and explain that to Dex. He's insisting there is no such fee and won't read the thread where even Eric acknowledges it's a fee not shown in the User Agreement.
