It don't matter what the seller says.
If the item is not as described you can file a
claim with ebay or paypal.
However you the buyer are resposible for the return
costs unless the seller will pay them.

First you contact the seller with your problem. If he asks you to send the item back for a refund, use a Delivery Confirmed service.
If he does not respond helpfully go here:
http://resolutioncenter.ebay.ca/
and open an "Item Not As Described" claim. You will be required to return the item with Delivery Confirmation. You will not get the cost of return back. If the seller does not cooperate, PP will refund you and go after him.
