What is with these new import charges included in the purchase price at checkout. I do not usually have to pay duty on most items shipped to Canada. Now some sellers want to charge upwards of 25% through this new global shipping program. How can I avoid these up front fees

You can avoid these up front fees from Global Shipping by refusing to buy from seller
who use them.
Then again you may pay the same or more fees if the item is worth more than $20.00
and sent by USPS.

There is a long and detailed discussion of this called. "Canadians and GSP".
Looks like the Pitney Bowes service charge is half that of Canada Post. Does it rise with the value of the item, like UPS fees, or is it a flat rate, like Canada Post?

I think it simply depends on what services are required to see the item through customs. Some of the lowest import charges I've seen (after taxes) are actually on big ticket items like Smartphones.
