Why Ebay continued to use this Global Shipping Program? Its very bad idea and why the seller can change? or why Ebay won't allow the seller send a new invoice with the proper shipping cost?

The program was made to help sellers.
It is not always good for buyers.
It is good for sellers because they only have to ship to the GSP in Kentucky. Then they are not responsible for shipping problems.*
It is also good for sellers because the buyer pays the (completely legal) costs of duty, sales taxes and a service fee to the GSP. The buyer cannot complain /dispute/ refuse. The fees are paid before the seller ships.
It is not good for buyers in many cases.
It does not track parcels well. This is not a necessity for buyers, but it gives some buyers comfort to know where the parcel is.
It charges duty and sales tax well before Canada would. By law, and this is the law, Canadians are supposed to pay duty on any import valued over $20CDN (~$15USD). The GSP charges this as they are legally must.
But CBSA and Canada Post usually do not bother until the parcel is valued at $100 or more. Long story.
Once a seller is enrolled, and an item purchased, she cannot change the fees charged to the buyer. She has a contract.
However, if the seller and buyer agree, the seller could go to Paypal, and send an invoice to the buyer for the agreed amount. The buyer pays. The seller cancels the eBay listings saying "buyer changed mind".
If the seller is smart she will also go to the rest of her listings and remove the GSP before this all happens again.
*They do have some other responsibilities.
