Going into delivery over time!!!

Seller promised 3-7days delivery time. No delivery after 23 days. Contacted seller and was put off for 7more days. Tried to contact ebay but communication was blocked. Contacted PayPal and they initiated refund procedure.

Now ebay asked me to provide feedback for not delivered items. What gives?

Where is the item coming from? What type of service is being used? Is it trackable?

We don't have the details of your Paypal claim, so I can't tell you exactly what gives but it looks like Paypal deemed that the item was not going to be delivered so they refunded you.
