Firstly, you want to set your Buyer Requirements to as strict as is allowed. That weeds out some of the bidders who don't pay. So, 2 Unpaid Items in 12 Months. And then when you get to the Report Policy Violations, set that to as many as 4 in 6 Months which is again the fewest allowed in the longest time possible. And THEN check the box that says 'Don't Allow Blocked Bidders to Contact Me' and then after that you basically Report any obnoxious messages you receive though eBay Messages. Not that I find this makes a lick of difference. I'm having issues right now with someone to whom I have done absolutely NO business who seems to get their jollies by combing through my own listings to tell me what a moron I am. So.
