I finally received a response from Ebay about both the criptic message appearing after signing in on this board and the Internal Error message when attempting to log on to Powerseller support - ca version.

PowerSellers are experiencing with accessing the CA PowerSeller
Discussion Board and the PowerSeller Support webform. I would be glad
to look into these issues for you.
Unfortunately, I have been able to access the Canadian PowerSeller
Discussion Board without experiencing any of the technical problems that
you describe in your email. However, I did notice that there is a
thread on the Discussion Board relating to this issue, so, it is a
problem that is being experienced by others as well. I have forwarded
the information that you have provided in addition to some of the
information found in the Discussion Board thread on to the Canadian
PowerSeller Program Management Team so that they can investigate and
address this issue for you. You can be assured that they will give this
matter their immediate attention.
Also, in regards to the error message that you are encountering when
attempting to utilize the PowerSeller Support webform, I have not been
able to duplicate the "input error" message as well. Because of this, I
will include this information in the email that I send to the Canadian
PowerSeller Program Management Team as well so that they can look into
remedying this issue as well.
