Hi I purchased a throttle cable and it is not the same throttle cable i purchased.

I purchased a throttle cable and the throttle cable i received is not what i purchased.  Think eBay sent an email to seller but have had not response.  Tried to start a case and it keeps telling me to go to Paypal to start the case.  I did not pay with paypal so i do not have a transaction number.   Need help to get this resolved.
