The limits on new sellers are there as protections for both buyers and sellers.
For buyers because there used to be sellers who would list thousands of items at prices too good to be true, and then disappear with the money.
For sellers because newbies are scammer-bait.
With only a few listings, you can't lose too much money to crooked buyers.
That being said, the number and value of your listings will rise when you meet the standards in your contract.
You can also call Customer Service once a month or so, not too often, and just ask for a higher limit.
