How do I change from a monthly store subscription to a yearly subscription?

Been trying to do this for months since the changes were announced.  Note that I am being charged $19.95 for a monthly subscription.  When I get into the site, I can't do anything.

Go to the 'manage your store' page. On the bottom left of that page click on manage subscriptions.  Under Active subscription you'll see your store name....click on 'change level' on the right.
