I just dealt with this a few weeks ago. I found it very confusing to figure out so I just sent them the money through PayPal so they could send it back. I was dealing with a buyer from Canada.

Forgot to mention that they need to ship it back with a tracking number so there is proof.

Is the customer in Canada?
Go to Canada Post and make a shipping label (for a confirmed delivery service like Regular Parcel or ExpressPost) using your address as recipient and hers as sender.
Then turn that into a PDF file and email it to her at her Paypal address.
And then tell her where to look for it. (Some people use the PP email for that exclusively and don't look at it often.)
She prints it from the email, and ships.
But if the printer is not in Canada... I don't have a useful answer.
