How do I get a refund after returning product as not working and sell has received it?

I received the product but did not work, purchased a new battery but still did nt work. Contacted seller to return and refund but seller is in receipt of the return since September 22nd. I have emailed the seller again asking for the refund with no communication back from them.

Go to the Resolution Centre , up there in the top right corner under Customer Support. Choose Item Not As Described.
Give the tracking number of the package to prove that the seller has both the item and your payment.
Paypal will refund you and go after the seller for the money.
