How do I get ebay to refund final value fee when buyer doesn't pay?

I accepted buyer offer of $550.00 for my item but then he never paid. I was charged a fee for sale. I opened an unpaid item case and still never received payment. How do I get ebay to refund their fee?

Open an unpaid item case for the item.

If the buyer does not pay you within 4 days, you close the case and your fees are refunded.
