I have sent a message to the buyer informing her she needs to inquire about all costs before placing a bid if there is any chance she will not be able to commit to buying an item she bids for. What should I do now? The bid is in place but is there a way to send the buyer a mutual agreement option to end her bid?

You would only be charged a fee if you ended the auction. Cancelling a bid won't end the auction.

Cancel the bid and put her on your blocked bidders list.

Why did you do that in the first place? All it did was alert an nervous newbie that she would be paying for shipping, something that should be on your listings in any case and which any sensible adult would realize.
In any case, cancel and block this bidder.

If shipping was in the listing, her bid meant she agreed to the shipping and shouldn't be complaining about it now.
There is no mutual agreement needed to cancel a bid. A seller can cancel a bid for any reason with or without the bidder's knowledge or agreement.
Cancel her bid and add her to your blocked bidders list. She's trouble waiting to happen.

BTW reallynicestamps shipping WAS specified - for U.S. and Canada - as a flat rate as those are the only two countries I wanted to sell to. My whole point is that this appeared in Russia and who knows where else in the world and wanted to solve that by posting my question here.
