How do I receive a Best Offer?

When someone submits a Best Offer, where do I  receive it ? Will it show up as an email? There are the words in green lettering below the 'Best Offer' option..." Best Offer Available", does this mean someone has made a Best Offer or just that I the seller have given this option?

There should also be a note on your listing that says 'Pending Offer' when you look at the item in your My eBay.
