How do I specify a different flat rate for shipping to Canada and one to the US

I am trying to set a different flat rate based on the buyers country.  For example I want to charge $3 for shipping to a Canadian destination and $4 for a US destination.  How can I set that up in my listing?

I believe you have to list on the .com ebay site to have that option.

It's straightforward.

First under Domestic Shipping - choose Flat Rate, choose shipping method, enter price.

Then go to International Shipping -choose Flat Rate- choose Custom Destination- choose United States- choose shipping method, enter price.
