How much will a Permanent Stamp be worth?

Okay, so come March 31st, permanent stamps bought by the roll or booklet will be .85 cents each.  If I buy them individually, they will be $1 each.

I use multiple stamps / discount postage to mail packages.  Say, for example I want to make up postage to equal a small packet rate.  Would I calculate how many Permanent stamps to use on the assumption that each one is worth .85 cents or that each one is worth $1 ?

the single stamps are also 85 cents but there is a 15 cent handling charge! Buy at least a six pack and get "free" handling.

As of tomorrow, they are worth 85¢ period unless CP changes it. The $1 is if you buy 1 stamp at the post office but it is still only worth 85¢. The 15¢ extra is the PO gouge for buying only 1.
