I can't make a partial refund through PayPal.

I have made partial refunds before but for this transaction it says that I can only make a full refund.

Hi .. If within 60 days the only reason that i can think of is if the buyer used a gift card to pay. Would have to be a full refund in that instance.  Can use send money.
