You may have been pushed into the 'new seller' category and have those limits on the number and value of the items you can offer.
I notice you don't have 10 DSRs yet, which indicates that.
And I guess your customers' payments are being held for 21 days too.
If closing the computer right down and taking a nice walk doesn't help, and it often does. you could call Help and Contact and ask if that is the problem.
The limits can be raised after 30 days, so you can call every month (once!) and ask that they be raised.
BTW, I'd drop the Store for a while. No point in paying for it until you can keep at least 50 unique items on offer. Not economic.
