I'm not able to cancel a transaction

A buyer after he paid, told me that he wants to cancel the transaction. I accepted and refunded him. Unfortunately, i'm not able to cancel the transaction so i can get  back my fees. I receive this message:

Registration blocked. Users whose registered status is blocked must resolve any outstanding complaints on file before proceeding. Please resolve these issues and try again. Please resolve all outstanding complaints and try again. Learn more about account suspension. What does this mean? I don't have any complaints on file. How do i know if i have any complaint on file? Thanks for your help

Did the buyer file a dispute against you? That is the only thing I can think of. Resolve any complaints and then send a transaction cancellation to the buyer and instruct them to agree to it.
