I returned item but Paypal refund did not complete, What I will do ?

I bought a watch that was counterfeit  and requested a refund from the seller.

At first he didn't accepted but when I shown all the prove of the fake watch, he  have to agrred the refund and it seemed like everything was going okay when I returned the watch to seller then he has initited a refund (see photo below).

But this morning Paypal sent me an email saying the refund did not complete, they remove refund status on Paypal transaction. They said to contact the seller, but the I am sure seller isn't replying to messages. He has ignore a lot of previous messages.

According to Ebay I have to wait until 24 Sep to ask Ebay step in.

I can't seem wait for Ebay, I need my money. 

As Buyer Protection money will back within 48 hours, but this case it took more 2 weeks now, If I open case in Paypal resolution center, the case in Ebay will close.

What can I do now? Thanks for suggestion.

That is not what the message states.  You have until September 24th to file a claim.  That means today, now, before September 24th

I was thinking like that, but when I tried to ask Ebay step in, it show you are not authorized to perform this action at this time :

You should call PayPal to make sense of this problem.  Why was the refund "removed"?  That is the real question.

Do you have more than one account? I see similar messages when I am flitting from one ID to another.

Or just Restart your computer. The gnomes and imps are probably in need of a cigarette break.

finally, i did close the case on Ebay and open new case in resolution center/Paypal.

it's worked for me, the cash has been refunded.

the process via Paypal is smooth and faster.
