I found items that I want to bid on listed on eBay sites in Germany & Spain in the languages of those countries. I add the items to my watch list, by signing-in on the eBay sites of those countries, using my local eBay sign-in info. Later, when I go to access those items that I've placed in my local eBay list, I'm told that the Listing has been Removed or is Unavailable. However, when I sign-in to the eBay sites of those countries, using my one and only local eBay information, the items are in my watch list, but in the language of those countries. They are clearly available and have not been removed. So why the problem?

I've been bugged by that too. Completely annoying. One instance where it made sense was that some European sellers are somehow able to refuse to use PayPal (I thought it became mandatory), and so paying would be expensive and inconvenient from Canada where bank-to-bank money transfer would cost plenty ($30 at CIBC for example), so maybe eBay just hides those by default now.

Correct, - items from sellers that do not offer PayPal will not be shown.
Nobody needs PayPal in Europe anyway, because the long established
bank transfer system has been working a long time before PayPal was
even conceived.
Now, I can give you here a solution. Bear with me. It takes some explanation.
eBay was not able to provide me with a reference to the User Agreement
that prohibits log into a foreign (e.g. European) eBay site from a server in
that country. Nor have I found anything in the User Agreement when I checked.
Say, you want to view ALL items available to buyers in Germany. All these
items listed will be shown to you when you are on vacation in Germany,
because you view the German eBay site via a server in Germany (hotel, internet cafe...)
So, in order to search on eBay Germany like last time when you actually
were in Germany, all it take is to use a Virtual Private Network (VPN). Firefox
has an add-on called Holà that integrates conveniently in the browser. There
you select "Germany" as your server and you can also make Holà change
your Browser Language to "German". Voilà, mes amis!
I do it all the time, and so far only 2 sellers out of way more than 100 that I asked
did not want to sell abroad! Of course, I always inquire gently (in their language)
and tell them that there will be no bad feelings if they do not want to sell abroad.
