ebay tells me to go to ebay.ca click on the Canadian flag at the bottom then click on what country I want . To sell in that country. Problem is I can not assess ebay.ca

Ummm -- you are posting to eBay.ca.
Look in the URL line at the top of the page. After the word ebay is 'dot' then ca/
You can also try googling "eBay Canada".
