I received a personal email, but no message on my ebay account. The message is addressed to my username. When you click on "Activate Now" you're taken to an ebay login screen with a url that starts with "https". 

I'm also very interested to know if this is a scam.

Send it to spoof at ebaydot com.

EBay addresses you by your personal name.

Since you clicked on a link, you should probably run a malware cleaning.
