I have purchased an item back in March 2013, and have not received it after a year. I have the receipt and the transaction ID. I have contacted the seller multiple times and they say they have no records of me. I even tried to set up a complaint on eBay but still nothing. What should I do? I demand a refund.

You have 45 days in which to open an "Item Not as Described" or " Item Not Received" dispute through eBay/paypal
Why did you wait a year ???

unfortunately there's not much you can do now
next time dont wait more than 45 days before opening a claim

I waited so long because I am in a rural area and shipping to my address takes a while and when I did not receive it, I got in contact with the seller and he kept brushing me off by telling me I just had to wait. I did file tickets with Canada Post and with eBay after.

When a seller is trying to make you wait more than a couple of days-- I've asked customers to wait until Friday, just in case, and that usually works fine- assume they are dishonest and never sent the item.
When you 'filed' with eBay did you actually go to the Resolution Centre and open a claim? Or did you just chat with someone in Customer Support?
A CS rep should have told you to open a claim. Sigh.
Canada Post wouldn't be able to do much especially if nothing were ever sent. Nor if the item was sent, but not with tracking.
You could try asking your credit card for a chargeback. Paypal is the mediator between your cc and the seller's bank, and not the end of the road.
I suspect this has to be filed under "learning experiences." I'm sorry.
