So I bought two items for a seller. After 30 business days, I contacted the person and she said wait longer, the post office is slow. I waited and messaged her AGAIN and she said the same thing. I did that a few times and the same thing kept happening. After 50 business days, I asked for a refund and shes refusing to give one. SHE made me wait. I listened out of respect and obv I wanted what I paid for. I read other reviews, and this is not the first time she stole someones money.... Im beyond upset with this chick. If its even a girl.

After 30 business days. Do you intend to say 6 weeks? Business days are not calendar days. Just as when you say "after 50 business days", that would be about 10 weeks or well over 2 months and you only have 60 days to leave feedback, which I see you have done.
Fortunately the item was only about $3 but I know how irritating it can be, mostly to be treated that way by another person. Items have been unbelievably slow coming from China lately, over 2 months is common, so it might arrive eventually. But that is not the point.
The point is you have 30 days after that LAST delivery date to file a claim on eBay. If you still have time, Go to the RESOLUTION CENTER at the bottom of this page and see if the item is available.
If more than 60 days has passed since you paid, it will also now be in the HIDDEN items of your Purchase History. If it is, there is a drop-down menu where you can click that you didn't receive it and go from there.
If it is too late for that, hopefully you have a PayPal account because in PP you can file a claim for ITEM NOT RECEIVED for 180 days (6 months) after you paid. Meaning you still have time to get that refund with a PP account.
There is always the option of a credit card chargeback if you just paid that way. You have to call the Customer Service number from your statement and ask them about it.
In future, do not get into a lengthy to-and-fro with your seller. It is not unreasonable for a seller to ask you to wait longer because so many buyers are far too impatient. But it is up to YOU to keep an eye on the delivery dates and know the Buyer Protection Policy.
Never accept an offer of replacement. That is a delaying tactic. It is decent to wait for things to arrive, but never let the claim date go by. Meaning don't let a seller talk you past it.
