I felt it wasn't necessary to rename the event "Weekly Board Half Hour" just for this week's shortened air time.

I know that the French Canadian discussion boards are not very active at the moment, even if they were in the past according to some older members (all because of LiveWorld which was deleting all kinds of messages, even those following the rules). I was wondering if a Weekly Board Hour could be introduced there? Or even a half hour would be good too, just to begin. Maybe it would bring back some members to the boards. At least, I think it is worth a try.

First off congrats on getting up and running as an eBay seller!
All new seller are likely to face some limits as they ramp up and build their reputation. Amongst the factors that determine the risk factor that influences what those limits will be, the type of item plays a big role. Because those limits are highly impacted by a multitude of variables, the messaging sent to members can sometimes be a bit cryptic. That's just the nature of the beast.
The best advice I can give you is that unless something goes terribly wrong with your buyer satisfaction (and by association, your Seller Standards, ie. your feedback and DSRs), you can assume that your limit for the next month will at least be the same as this month, likely better. This may seem a bit of a slow growth but it looks like you're well on your way to your first 25 positive seller ratings so just hang in there, you won't have to face these limits very long.

Since I started visiting the French Canadian forums back in 2009, there simply hasn't been enough traffic to successfully hold a board hour (I tried). That's why I adopted more of an ad hoc approach where I'll read the forums and jump in conversations whenever appropriate. I also make myself available by email for anyone who needs to reach me.
I'm totally open to try it again if there's enough people who will join.

Unfortunately the information you are asking for is internal and confidential, it's not something that is made public so that the mischeivous people whom are being targetted by this policy cannot use that information to work around our filters and blocks. With that being said, you can probably deduct whether a certain brand may be impacted by heightened limits based on what brands you already know are in that bucket. It's probably safe to assume that most "designer" brands will be more or less restricted.
