I am a new buyer and have paid for all the items I have purchased so far (9 items) but I get a message saying I cannot bid on or respond to counter offers from a seller. Does anyone know why? Thank you.

Perhaps the seller has set limits to how many items a single buyer can purchase at one time. A buyer is only allowed to make (3) offers on a item before the best offer option expires.
OR
The seller has blocked you because they may not ship to your location.

Just as sellers build a reputation by completing transactions satisfactorily, eBay tries to keep this marketplace safe by restricting the number or value of a new buyer's purchases.
Both for the buyer's good (because it is easy to go a little nuts when you see all the neat stuff here) and for the seller (because even honest buyers can get in over their heads and extracting them is expensive).
Use your Watch List.
When you see something you want, put it on Watch. Buy it when it is possible.
You can put stuff on Watch that you may never buy. Or several similar products for comparison.
Also-- be careful ordering from China.
Most of the sellers are honest, but even they are getting caught up in the current CBSA crackdown on fentanyl imports, and the Universal Postal Union arguement over underpaid international shipments from China Post.
