I have just spent ages trying to find the new postage rates for packages on Canada Post. I don't know about others, but I find CP to be the most user unfriendly site.
I would really appreciate the links so that I can decide what option I am going to use and the rates. I have a lot of auctions to revise!

Two links...
(1) eBay's Announcement about Small Packet changes and the new Tracked Packet...

(2) Canada Post's information for Business Prices 2013

---------------------------------------------------------------------------------
The biggest changes ---
(1) Small Packet USA will be gone
(2) Small Packet Air to US and Small Packet International will no longer have insurance value.
(3) Tracked Packet US will have insurance and tracking.... and will cost more than Small Packet Air USA... to cover the cost of insurance and tracking
(4) Tracked Packet International will be airmail delivery with insurance and tracking... but only to a limited number of countries worldwide...

There is some confusion on implementation dates and availability for ebay listings for Tracked Packet.
Read this link from eBay.ca Jan 3

I should have said implementation and availability dates for PayPal shipping labels.
Small Packet Surface is gone Feb 11.

The lowest cost option for shipping internationally (other than USA) and with insurance is
Canada Post International Parcel - Surface
which has insurance as well as tracking.

Small Packet surface USA
is still available between January 14 and February 11,,,
but with no insurance component.

Thank you for all the help. I had read all about the changes in small packet and the new tracking one, it is the actual prices I need to change my listing. Thank you for the links.
Is there a way to print them off?

You can print the entire document at 48 pages or you can print selected pages from the document.
The link
http://www.canadapost.ca/tools/pg/prices/SBprices2013-e.pdf
is a PDF document.
Go to a page that you are interested in printing. Click once on the page to make sure it is the current page. Right click with your mouse. Click on Print, up comes a print dialog box. Click on the "radio" button to select the current page. The preview on the bottom right of the print dialog box will show the thumbnail of the page. make sure it is the page you want. Then click on Print button and the selected page will be printed. Then repeat for other pages you want.

The numbers in the tables in the Canada Post Business Prices document does not have fuel charges added...
Fuel Surcharge was 8 % ...However, even that will be changing,(Reduced by two percentage points, as it would appear to be so)
Fuel Charges were as indicated in the following link...
http://www.canadapost.ca/cpo/mc/aboutus/news/fuel/default.jsf
This last link also indicates where a Fuel Surcharge is routinely added
