If you subscribe to Selling Manager, simply click on the Selling Manager link (left panel). The promotions are always listed on the panel at right.

I'm finding that not only did I not get notice of the last two promotions by email or through eBay Messages, but the invitation showed up 2 or 3 days into the promotion on my seller "Summary" page (in the Promotional Offers section).
It's not a lot of good getting notified of a 5-day listing special on day 3 or 4. I wish they'd give us a little more advance warning.

Yes, if you were invited and eligible for the promotion it would show near the bottom of your "my eBay - Selling" page.
