You can ONLY print the USPS shipping labels if your SHIPPING LOCATION is in the US. No wonder Ebay staff had no idea what are you talking about Check in your Ebay settings what is your ACCOUNT / ADDRESSES / MAIN SHIPPING ADDRESS....

I believe that some Canadians use stamps .com to print USPS labels. They have a free eBay seller account.

Doesn't work, you need an actual registered in the USA eBay account (and probably a US registered PayPal account now that they are split from eBay).
As mentioned by PJ, you can use the free stamps.com account or a paid for version which you can get through ChitChat at a discounted monthly charge. A paid for Stamps account will get you additional discounts if you are using Priority or using International USPS services. I only use Domestic US First Class and Media Mail so the free version works fine for me.
Maybe mentioned in the linked discussion, getting the free version of Stamps is tricky, you need a code to use at Checkout. If you get to checkout using the proper links for the free account if you click on the code button it will be pre-filled with right one (at one time it was "ebayfree1" but it changes from time to time).
