I don't see why they would refuse Bidpay. It was an accepted payment method in the past.

There are a number of on-line payment services that ebay will NOT allow you to advertise on your auctions. They'll give you a dozen reasons why, but it all comes down to their ownership of PayPal. Why allow you to advertise for the competition?
