Hi I received an empty box from Pitney Bowes today. The box had been ripped open (probably by customs) and a ripped open box was what I received. I do NOT blame the seller because I can tell by paint and grease residue that something had been in the box (used snowmobile part). This was probably done at customs. The Pitney Bowes tracking number is 7035 1144 7060 0440 it was a metal snowmobile part and it would have had a Polaris part label on it. What options do I have?

In this case 'Customs' and PB are the same. Shipments are processed at the GSP plant and assessed there for duty and tax if the seller was not clear about what is in the parcel.
That being said, open a Not As Described dispute on eBay and say that this is a GSP shipment.
Ask for a GSP specialist.
