This being an eBay forum, I can't answer questions about Canada Post trade agreements with USPS. Once again, eBay isn't a participant in such agreements, and we don't control how mail is handled by the involved carriers when it crosses the border.
But doesn't ebay shipping need to know that in order to negotiate agreements with Canada Post?
Maybe I am naive but I thought there was an ebay Canada Shipping Program?
I know that the US ebay Site has better shipping advantages than the US Seller might get at a Post Office Counter.
I use the Canada Post Small Business Card at the Post Office. Since there are no advantages to using ebay online I guess I will continue on the same way I was going.

But eBay holds sellers responsible for "delivery time" over which we have no control. Buyers do not understand "shipping time" and rate us for delivery time.

The right way to look at this is, USPS offers services better suited to US seller than Canada Post offers Canadian sellers, largely due to reasons I outlined earlier. As I also states previously, we are working with Canada Post to try and get them to offer more competitive pricing and services for Canadian eBay sellers, but ultimately that decision is theirs to make, not eBay's.
