I am 73 years old and want to purchase a coat. I do not have a credit card. Can I pay by sending a money order?

You will have to ask the seller if they will accept a money order.
You will have no buyer protection from ebay or paypal at all if your coat does not arrive

You can also pay through Paypal from your bank balance. This gives you more protection than a money order.
If you do use a money order, buy an International Postal Money Order at the post office. Your seller can then cash it at his PO, while he is sending your coat.
Other MOs have to be deposited in the seller's bank and cleared, which may take upwards of 10 days, before he can confidently ship.
If you plan to shop online, ask at your bank about a prepaid credit card with a small balance. You will find it invaluable.
