When a buyer has 2 verified addresses, one US and one Canadian is it not up to the buyer to update their shipping info to show which addresses they want the item shipped to and so that a proper invoice can be sent?
In the past when I've had a buyer who had registered in the US but also had a Canadian address, they were the ones to change something and I could easily sent a new invoice that showed the Canadian address.

So did a buyer make a purchase and then ask you to change the address after he had paid? And do you know for certain that this buyer has 2 verified addresses or is he/she just asking to have it shipped to an alternative address?

He's registered in the US and asked for the item to be shipped to his Canadian address. Hasn't paid. I had sent an original invoice which showed his US address.
Anytime in the past I've had the buyer tell me that they also had a Canadian address and then they changed it on their own and I've sent a new invoice. But this buyer is telling me I'm the one who needs to change his address and create a new invoice.

They can select whichever address they want to use when they make the payment.
If the shipping is different to the Canadian address then you have to change that amount when you send the invoice but it doesn't matter what address is on the invoice.

But the address won't change on the invoice, it's only ever the US address. Does he need to change something or do I?

Gah this is happening again with another address.
Before the item is paid, when I sent the initial invoice, it showed a US address. Now they're asking to have the item sent to a Canadian address but when I try to re-send a invoice it still only ever shows the US address.
These people are being so short with me yet in the past every time, other than these last 2 people, the buyer has re-requested a new invoice and done the change of address themselves.

The buyer should change his address, not you. Tell the buyer he has to go on his account and change is primary address. It will then show the proper address when you send the invoice. I know, I have 2 addresses too and that's what I do when the seller cannot or don't want to ship to Canada.

The only reason that you would need to have the correct address on the invoice would be if you were going to send the item with delivery confirmation and want to make that you are eligible for seller protection if the buyer claims inr.
The only way to have the address changed on the invoice is to refund the buyer and then when they pay again, they have to indicate which address they want it sent to. If they can't add that new address to paypal, they should be able to add it to their ebay information.
Otherwise, just change the shipping amount when you send the new invoice.
