NEW PAYPAL CHARGE BACK SCAM

Here a newie. Winning bidder files a paypal claim as item not as describe. Paypal make judgement that bidder will return merchandise with tracking number then deduct seller paypal account for amount plus shipping.

Sneaky bidder send item back COD to seller get paypal chargeback.

Seller is out shipping, and has to pay again for item on COD. Paypal doesn't do a thing about it. dispute was already settled.

They will also take your money if you ship surface & don't have a tracking number, I have revised my selling policies appropriatley!

I think you guys have a typo....isn't it Payfraud? I've had 6 chargebacks this month alone due to USPS not delivering packages to the USA within 2 wks. Buyers never paid for insured tracking...claim item not received and I am out both product and money. Payfraud does not care. No tracking? Tough luck.

Did anybody experience how PayPal reacts in case a COD parcel is refused by the seller? Another question: Does PP adjust the refund amount for a combined item transaction. In my case, the buyer himself stated in his PP-claim that one out of the two items in question was OK and not part of his complaint! Or will PP ask both items to be returned?

Okay here is another potential fraud case. The buyer sent 2 paypal payments for an auction win, and I immediately refunded one payment with a note that the buyer sent 2 and I only required one. Two days later the buyer emailed and said his bank notified him that he made a douible payment and that they initialized a chargeback on his behalf. (I say potential fraud because I still have hope that this will be worked out, but since when does a banck initialize anything without their customer asking?)
