You have already waited long enough. On ebay you have 30 days after the last delivery date, but that may have passed. Try this and see if it works:

If it is a cheap little thing you ordered from China it may simply be taking a long time. The last item I ordered from China took 51 days to arrive. The seller mailed it the day after I paid, maybe the 'same day', given the time zone difference.
No matter, if you can no longer file with ebay, you have 180 days to file with payal (nearly 6 months) for an item that does not show up. So if you want to wait a little longer, you can certainly do so safely. Section 13.5 explains this, and there is a link to the paypal Resolution Center you can use:

And of course, if you paid by credit card and an item does not show up, you can always call the 1-800 Customer Service number on the back of the card and ask about a chargeback. You will need to have the statement, any receipts, and emails with the seller when you call.
Mail order can be surprisingly slow at times, so the decent thing to do is wait as long as possible. Get to know the policies, and where and how to file for restitution if and when you need to. If you find out how you are protected you will never lose out.

You must open the request within 30 days after eBay's estimated delivery date.
You can report that you didn't receive the item and open a request for a refund after the estimated delivery date has passed.
"The seller has 3 business days to resolve the issue from the time you start a return request for an item that doesn't match the listing description, or request a refund for an item you didn't receive.
If 3 business days have passed since you started your request and the seller hasn't resolved the issue, you can ask us to step in and help.
If you don't contact us within 30 days of starting a request, we assume the issue has been resolved and we close the request."
