The winning bidder of an item was in the U.S. where my auction was open to, then he payed from a address in SOUTH KOREA ! A place we don't ship to, all of his info was changed to this South Korea address. I e-mailed him a few times with no response and then today he is no longer a registered user. Should I repost this item ? or should I wait to see if he comes back ?

Comes back from where? He set up a scam account and will set up another one.
Report him as a NPB and relist and move on.

Block his emails and him as a bidder.

But I don't understand he's got 35 positive feedback why would he scam on a three dollar item ? By "comes back" I meant becomes a registered user again.

Malcolm, why would carmansonline report him as a NPB? He paid! I'd say it would depend on how he paid -- if it was through BidPay, or some other way that he can't reverse, I'd probably ship. (Being NARU has no bearing on the fact that he bought AND PAID.) If it was paid through PayPal, I'd be tempted to refund with a note explaining that I don't ship to Korea.

But yes, I'd block him.

A scammer will purchase alot of low ticket items and pay quickly earning themselves a high, positive FB rating. Then they will either sting a bunch of Sellers or start selling themselves, stinging a bunch of buyers.

Shipping was also quoted, I am sure. based on a US address. I would also be wary of receiving a charge back through PayPal after shipping.

... and again, how would you prove delivery?
