After waiting close to 2 weeks to receive item 290980972389 I feel that the Item Is Not As Described. The power supply has caked on dirt/dust on one side which tends to indicate that indeed it has been used. I have attached a picture to get some feed back from others

As far as I know, the buyer footing the bill for a item returned for being not as described has always been a condition of the various eBay resolution processes.
I suspect this condition was put in place to cut down on frivolous, questionable or even fraudulent claims, but it was also probably put in place with (U.S.) domestic sales in mind where the cost of shipping a returned item is considerably less expensive than for an international sale.
There might also be technical considerations: How exactly is the seller supposed to reimburse a buyer for the amount the buyer paid for shipping without the buyer getting dinged PayPal fees for receiving the payment? It could probably be done with a bit of fancy programming and coding, but it's likely that some suit has worked out that it would simply not be cost-effective.

I know I'm a little late, but I was away from the boards during the Christmas holidays.... anyway, I don't understand why it cost you that much... did you use PayPal shipping to print your label? If not, you should have, because Tracked Packet to the USA cost about $13-$14 if it's a small box of less than 250 grams. I even shipped an item today weighting 400 grams and the cost was $14.41 Canadian.

The seller sends the payment as a "gift". There are still fees for international gifts, but they are much less than regular payment fees and they can be paid by the person sending the money instead of the one receiving it.
