Hello
Is there a way I can give out a coupon code to customers that want to buy from my Ebay store? If so, is it through Ebay or Paypal?

Do you mean like a number they enter at the checkout that gives them a discount? Not that I know of.
EBay sometimes issues coupons but that is for items anywhere, like $10 off a $75 order from listings on .CA, for example.
If you want to offer a discount, you can put your items on sale, like 10% off for a week. Or you can add Best Offer to your listings.
But if you want to give previous customers a "reward" discount, like 10% off their next purchase, you have to ask them to NOT pay until you have sent an invoice with the reduced amount.
You can include a slip of paper with their first order telling them to send you a message with the code "123xyz" on their next order (this is if you have so many buyers you can't keep track who has bought before or not) but wait for the final invoice before paying.
As far as I know there is no way to selectively offer a discount depending on who the specific individual buyer is.

Even if you don't, you can use the 'code' system as a sort of smoke and mirrors. The code doesn't actually have to mean anything, it is just an encouragement for the buyer to keep your name handy so they can get the discount. Even if you would give the discount automatically.
