Official Reply from "Buyer Protection Requires tracking" from PayPal!

I posted a suggestion to PayPal through their help system stating why Canadians can't easily add tracking to most of our shipments and how PayPal's Buyer Protection policy screws us around because of it. Here was the reply:

But... please everybody send your comments regarding their horrific PayPal buyer protection policy requiring tracking with details specifically from your business (costs for tracking, etc)

It will make a difference if they become aware of how far-reaching the problem is -- and please try to avoid being cynical about any change from PayPal.

We'd be naiive to think that they're going to change something. They're interested in pulling in buyers and making the process safe for them more than they are protecting the sellers who use it.

I have been sending comments about this to PayPal for about 2 years now. Every time I'm able to attend a PayPal workshop or a PayPal rep pops up on the boards or I get an invitation to fill out a PayPal survey I mention it. PayPal is aware of the problem, they just don't seem to care. They pretend to care, and say that "they are looking into it" but after 2 years I'm inclined to quote the old saying "actions speak louder than words".
