Welcome to the Global Shipping Program (GSP), Pitney Bowes manages it for eBay and charges you a fee and collects taxes and duty for the Canadian government. Only applies to sellers based in the USA or UK who have signed up for it.
The item you bought should indicate if it uses this service (although some mobile devices have problems with details).
Individual listing should show:
No additional import charges at delivery!
This item will be shipped through the Global Shipping Program and includes international tracking.
Search will show:
Customs services and international tracking provided
I avoid listings that use GSP so do not know when a Pitney Bowes charge would get reversed (it should be if the sale is canceled or does not go through). But you may have to contact paypal on this one if you didn't buy.
