PayPal Return Shipping Refund service

So I got e-mail about PayPal Return Shipping Refund service.

So what is the catch to it ? After the free trial ends, do we need to be a fee for it towards things we buy on E-bay or using PayPal  ?

I wasn't invited and didn't receive the info but I googled it. It looks as if they will reimburse you for up to $30 per return for a maximum of 10 times per calendar year. There's no fee to use it but there are certain requirements. One of the requirements is that you must follow the seller's return terms.

Unless you are shipping to the U.S., I think that most international returns are going to cost more than $30 if delivery confirmation is used. But if there is no fee, I don't see a downside unless I'm missing something.

I didn't see anything about a trial period. Did I miss it or is it just in the email? What does it say?
