Where did you buy this item from? Was it overseas?
You do know what Delivery Confirmed postage overseas costs, right?

Or was it bought in Canada? A Canadian seller can issue you a return label, but outside of your own country a seller is not able to do that, - and ebay has no way to force a seller to send you the money.
More importantly, have you contacted your seller to kindly explain the nature of the problem? That is always the first thing to do, -- contact the seller.
When did you buy it exactly? Sometimes a case cannot be opened too quickly, so if you bought it from someone nearby and it arrived in minutes, paypal will say it is too soon.
You say you just received the item, so you obviously bought it recently. (Not much can be done after 180 days).
If you have not contacted the seller or made an effort to solve the problem that way, perhaps paypal is waiting for you to do so.
Perhaps it is yet an annoying 'glitch', which happen rather frequently. Then when we re-try whatever it is, it works fine.
There should be no problem with opening a claim after a seller proves to be no help at all, so try again after you've contacted him.
